Features of social protection financing in Аsia countries: japanese vector of welfare stateformation
The article deals with the problem of formation of the welfare state in Asia and discussion of peculiarities of Japan welfare state development in its historical, cultural and political contexts. It is justified the government failure of numerous countries to maintain social standards only by public finances as well attention is focused to the experience of Japan, which has created a unique public-partnership model of welfare state, involving not only public sector institutions, but also business units, family ties. Based on the analysis of numerous scientific studies of the welfare state functioning in Europe and America, it is claimed the impossibility of Japan’s inclusion in any traditional classifications. The evolution of social protection in Japan is described and the main reasons of its activation since 1970’s are justified. In the article features of the Japanese welfare state development in example of two opposition theories are also demonstrated. The case of several Japanese cities describes the practice of successful combination of private initiatives with public funding of social assistance. It is justified the unicity of Japanese project of financing the social protection through mortgage for seniors, as well as the social exchange of services (welfare bank). The specific character of financing the Japanese pension system on the double-decker principle, as well as other social programs is analyzed.
