De-shadowing of local finance as a precondition of budget decentralization in Ukraine

In the article the sequence of the local finance reformation in Ukraine is proposed. The necessity of realization of active anti-corruption measures in order to provide de-shadowing of local finance is substantiated. The directions of the local finance reformation, aimed at minimization of budget losses as a result of misuse of budget funds and disadvantages of incomes of local budgets, are characterized. The possible ways of providing land resources without attracting necessary funds to local budgets and extents of foregone funds are defined. The problem of evasion of payment of rent subsoil user is analyzed. The importance of the radical transparency increase of budget process on local level to enlarge incomes of local budgets and effective use of budget funds is proved. The necessity of starting the practice of forming “the budget for the citizen” by local governments is proposed. The directions of the management efficiency increase of local budgets in Ukraine are substantiated.
