FINANCIAL AND ECONOMIC SUPPORT FOR INNOVATIVE ACTIVITIES IN UKRAINE BY TECHNOLOGICAL STRUCTURES


This article examines the state of financial and economic support for innovative activities in Ukraine. The comparative analysis of the financing of scientific research and development in some countries of the world is provided. Priorities by different sectors, the outlook of innovative development, and competitive advantages of Ukraine on mega-, macro- and micro levels are described and substantiated. It is shown that, by the level of technological development, our country significantly lags behind developed economies, where priority areas are sectors 5 and 6 of technological structures that provide GDP growth. It is proved that 92.6% of innovative products manufactured in Ukraine belong to technological structures 3 and 4, which are characterized by the rapid development of the electric power industry and the use of oil as a key energy source. The analysis of the areas of financing of innovative activities in Ukraine shows that financial support for technological structures 3 and 4 amounts to UAH 3.4184 billion (44.4%) and UAH 3.7444 billion (48.6%), respectively, while structures 5 and 6 are financed with as little as UAH 317.5 million (4.1%). As of January 1, 2015, the financing of scientific and technical work in areas 5 and 6 of technological structures was 1.1% (UAH 116.9 million), area 4 – 21.2% (UAH 2191.0 million), area 3 – 7.8 % (UAH 809.2 million). It is concluded that the Government of Ukraine should focus on determining “reasonable specialization” of innovative activities within the capabilities of regions and relevant business areas.
