PROBLEMS AND PROSPECTS OF GOVERNMENT FINANCING OF THE HEALTH CARE SYSTEM IN UKRAINE


The article discusses the current state and prospects of the government funding of health care in the context of sustainable human development ideology. It is found that the quality of health care has a direct impact on the efficiency of using budget funds. The author proves that a disconnect between health workers’ wages and the range and quality of their services affects the operations of the health care sector in general. The article analyses the level of the government funding of health care in both European countries and Ukraine and, as a result, it is concluded that in our country this level is low. Therefore, any further cuts in health care funding can lead to the deterioration of medical service quality. The article outlines the principles of government financial support for this sector. The implementation of such principles envisages the cooperation of the government with private entities and the public sector. Advantages of public and private partnership in the healthcare sector are discussed and the conditions of its effectiveness are formulated. The author also presents the benefits offered by public and private partnership in the field of health care to the people, the private sector, and the government. It is emphasized that the civil society will help form the European model of health care in Ukraine. The article identifies types of civil society institutions that can operate in this field. Particular attention is paid to European experience of government financial support to civil society institutions operating in the health care sector. The author stresses that the process of upgrading the national health care system depends on the consolidation of two powerful forces, such as top-down reform undertaken by the government and bottom-up reform pursued by citizens in their efforts to improve both health care and the quality of life in general.
