FEATURES OF BANKING SYSTEM DEVELOPMENT IN UKRAINE IN THE CONTEXT OF UNDERTAKING ADAPTATION ACTIONS

This article is devoted to studying adaptation actions undertaken by the National Bank of Ukraine and banks at each stage of banking system evolution. Since the domestic banking system is in crisis, it is necessary to take effective actions that would allow the system to reach a qualitatively new level of development. In this regard, there is a need to identify adaptation actions that would contribute to its further development, and actions by the regulator, the government, and banks that, on the contrary, slowed down the process. Using retrospective analysis and the method of induction, it is found out that at stages 2 (1996-1997) and 4 (2000-2005), the actions undertaken were generally highly effective, at other stages – only some actions were effective but they could not give a competitive edge to the national banking system at the international level. The article provides a comparative analysis of adaptation actions undertaken across the globe (including in Ukraine) in the crisis (2008-2009) and post-crisis (2010-2015) periods and concludes that the banking system will not develop in an active manner until a number of structural economic reforms are implemented. Based on research into the features of adaptation actions, the authors identify the most typical forms and methods of adaptation for each period of the system development. Further research will be focused on finding the best combination of adaptation forms, taking into consideration cycles (recessions/growth) of economic development and financial markets.
