Improvement of strategy development process of the banking sector of Ukraine


The article states that strategic planning is an essential component of corporate governance of public institutions. The market economy does not provide for policy planning and state intervention in business, but in a systemic crisis it is possible to take, as an exception, measures for a tougher state and banking sector regulation. It is emphasized that to streamline the process of crisis programming and designing action plans for the development of the banking sector in Ukraine it is necessary for the Financial Stability Board to formulate terms of reference for working out program documents of the financial sector in general and for the National Bank to introduce a strategic plan, which among other measures will include those aimed at developing the bank sector and designing anti-crisis measures to improve financial stability of banks. This,
of course, will increase public confidence in the central bank and the banking sector as a whole. It is noted that the urgent task is adopting a strategic plan of the NBU for the next 3-5 years. The Strategic Plan of the National Bank of Ukraine includes the following: strategic vision and mission of the National Bank; critical self-examination of key achievements over preceding three years in certain areas (monetary policy, financial stability, operations on the financial markets, payment systems, banking, national currency, banking supervision, financial condition and the NBU assets, the NBU risk management), macroeconomic trends, relationship between financial and real sector, the state of the banking sector and problems of its development; features of the systemic banking crisis; strategic objectives, expected results and key NBU measures in specific areas. It is emphasized that the NBU should formally acknowledge the systemic banking crisis - it will serve as a “trigger” to launch pre-designed anti-crisis programs of banking sector recovery.
