Social trust in the state financial management system


The article reveals the content of public trust through the glasses of the theory of institutionalism and determines its place in the financial culture of the public finance management system (PFM system). It is established that the problems of mutual trust, based on legal norms and creative interaction, are key in the period of the PFM system reforms. The interests of society, which determine the level of public trust in reforming the PFM system in terms of the principles of information activity in the field of public finances, are analyzed. The need and content of the main tools aimed at increasing the level of public trust in the reform of the PFM system are disclosed. First and foremost, they include: the development and implementation of specific regulatory documents for the regulation of government-public cooperation; conducting programs of administrative marketing for more effective detection, estimation and satisfaction of the demand of citizens for administrative services of public finance institutes. The key priority directions of reforming the PFM system aimed at raising the level of public confidence are grounded. The paper establishes relationship between social and economic success and its impact on the society integrity, its future development and public trust in the reforms of the PFM system. Under the current situation in Ukraine, the differences in the social and institutional levels of confidence in the society are revealed. The need and possibilities of their coincidence are emphasized. It is argued that public trust can result in the synergy of systemic changes in the process of introducing new fundamentals of fiscal policy.
