Transformation of the directions of public-private sector collaboration in the field of higher education in Ukraine


The aim of the article is to substantiate the innovations of organizational and economic instruments of state regulation of the private sector of higher education
in Ukraine. The necessity of modernization of the higher education system with the
im­plementation of perfect institutional mechanisms and progressive practices in the con­text of harmonization with the labor market is substantiated. Based on the analysis of the content of national doctrines, strategies and programs, the priorities of the state policy in the sphere of higher education are identified. The strate­gic directions of the state policy in the field of education include the alignment of the network of HEIs and the system of higher education management with the needs for the development of the national economy and labor market demands; overcoming the monopoly position of the state in the educational sphere through the creation on an equal basis of non-state educational institutions; optimizing the network of HEIs; carrying out organi­zational and structural changes in the system of higher education, aimed at the develop­ment of educational institutions of different types. The emphasis is placed on the fact that the private sector in the system of higher education is an alternative to state institutions of higher education and creates the preconditions for a broad selection of HEIs for admission. The analysis of the modern legal and regulatory frame­work in the context of institutional norms of regulation of private HEIs’ activity in Ukraine is conducted. The conclusions about the legal status of private institutions of higher education, the practice of financing their activities and taxation are given. Prospective vectors of reforming public administration in the higher education sector for the period of European integration are outlined.
