Effectiveness of administrative financial decentralization in the region: investment measurement


The article deals with the tendencies of the investment sector of the Lviv region, which are formed under the influence of the implementation of administrative and financial decentralization in Ukraine. The determinants of urban development as centers for generating impulses of economic activity in ensuring endogenous development of regions, as well as united territorial communities and districts of the region in modern conditions, are outlined. The purpose of the article is to develop and test a methodical approach to assessing the effectiveness of administrative and financial decentralization in the region on the basis of the study of elasticity between the indicators of financial strength and the investment activity of territorial units of different hierarchical levels. Therefore, the article proposes a methodology for assessing the impact of administrative and financial decentralization on investment processes in the region on the basis of calculation of elasticity indicators: a) the growth rates of own incomes to employment; b) the growth rates of capital investments and foreign direct investment to their own income; c) employment growth rates for capital investment and FDI; d) growth rates of expenditures on socio-economic development to their own revenues of investigated budgets. The authors’ methodology is tested on the example of cities of regional significance and districts of the Lviv region. The prospect of further research in this area is the justification of strategic priorities and directions of activation of investment processes in the region in the context of administrative and financial decentralization in Ukraine. In the research, the following methods are used: systemic and dialectic; logical generalization, system analysis, comparison and synthesis; strategic analysis, and graphic. The information base of the research is the works of leading scientists and practitioners on a wide range of socio-economic problems, operational data of the Main Department of Statistics in the Lviv region.
