The Accounting Chamber of Ukraine: formation challenges


The article is devoted to the issue of accountability of the government and the role of the Accounting Chamber in its provision. The article gives a brief description of the evolution of the Accounting Chambers, provides a brief overview of the domestic and foreign literature, in which the problems of the functioning of the Accounts Chambers are studied. The priority of the tasks facing the Accounting Chamber of Ukraine and the features of its activity are determined. The purpose of the article is to determine the role of the Accounting Chamber of Ukraine in ensuring accountability of the government. This is an important issue, because with the help of government finances, which are under the direct control of the government, a significant part of the value of the national product of the country is formed and redistributed. It is substantiated that the prerequisites for increasing the role of the Accounting Chamber in ensuring accountability of the government is organizational, functional, and financial independence. Organizational independence is ensured by minimizing the risks of external influence, which is ensured by increasing the level of transparency and accountability of the government bureaucracy. Functional independence is ensured by the consolidation of the audit competencies of the supreme audit body in the country's constitution, as well as the freedom to plan control measures and draw conclusions on their consequences. Financial independence involves providing the Accounting Chamber with the necessary financial resources and their free disposal.
