Management of development projects for financial systems with integrated immune mechanisms in global crises environment
A system for managing projects, programs and project portfolios for the development of financial systems with integrated immune mechanisms in the context of the global crisis is considered. The purpose of the study is to develop a methodology for value-oriented project management, containing a system of embedded immune models and methods of protection of financial systems development projects in turbulent and crisis environments. The principles of building immune mechanisms are determined. To model knowledge about the project management methodology, a genome structure is proposed, including: principles, approaches, concepts, life cycles, areas of knowledge, management processes, models of the organization and its environment. The immune mechanism is part of the overall project management and governance methodology that detects pathogens and forms a response to their penetration into the project. Pathogens can penetrate different levels of project management, programs and project portfolios. At the same time, eliminating the negative effects of pathogens at the level of organizational strategy and projects has a long-term effect. When pathogens penetrate the lower levels of control, their action usually becomes short-lived. The model of immune memory is the core of any immune mechanisms. The conceptual scheme of the genomic model of projects, programs and project portfolios provides integrated management at all levels of the financial system. As an example of the immune mechanism, an example of a “transparent budget” is given. The structure and functions of the “transparent budget” mechanism, as well as an example of its implementation in the Ministry of Finance of Ukraine are determined.
