Capital transfers to local budgets: approaches to creating an afficient system of management

Theoretical aspects of capital transfer assignments in terms of delivering social fairness and economic effectiveness are summarized, the case of Ukraine is studied, propositions as to the introduction of for-mula approach to inter-regional allocation of capital transfers and the improvement of their efficiency are worked out.
