Financial support of the health care system in Ukraine


The article, through the prism of international ratings (the rating of the medical publication The Lancet, life expectancy index, the ranking of countries by the level of average mortality, the rating of prosperity published by The Legatum Institute), focuses on the inadequate state of the health care system in Ukraine . The annual decrease in the share of public expenditures on health care in relation to the level of GDP and total expenditures of the state budget and the simultaneous increase in the share of household expenditures in the total expenditures on the health care system are shown. It is noted that such redistribution of health care expenditures leads to unequal access to medical care and corruption . The interrelation of the medical care financial provision with the health of population is shown. The article points out that the majority of developed European countries with a high level of health rating spend in percentage of GDP from 6,5% to 10% of budget on medical care. A comparative analysis of financing the national health care system with that in Europe has been conducted. The basic principles of the medical reform are analyzed, in particular in terms of changing the financing mechanism for the national health care . The following documents such as the National Strategy for the Reform of the Health Care System in Ukraine for the period 2015-2020, the Concept of Health Care Financing Reform, the Laws of Ukraine “On Amendments to the Budget Code of Ukraine”, “On State Financial Guarantees medical care of the population” and others are studied . The importance of introducing compulsory medical insurance is proved.
