Key approaches to the implementation of new mechanisms for funding of science


The article is devoted to the study of key approaches to creating a modern mechanism for financing science in Ukraine based on information on the real cost of research and development. It is proved that the cost price as an indicator of the volumes, directions and quality of use of budgetary funds should become a constitutive indicator for determining the volume of state financing and setting a contractual price for research and development. This made it possible to formulate key areas for improving the methodological support of financing the sphere of science, since under the declared conditions of the European integration direction of domestic science, Ukrainian subjects of scientific and scientific-technical activities operate in the absence of a core regulatory legal act on pricing issues. It is substantiated that in order to implement the state policy to enhance domestic scientific and scientific-technical activities and integration into the European research space, it is necessary to coordinate approaches to financing mechanisms and develop unified regulatory and legal frameworks for planning, accounting for the costs of research and development, and calculating their cost price. The key areas for improving regulatory support are identified, which should be taken into account in the new profile regulation on planning, cost accounting and costing of research and development costs. This will contribute to the formation of unified principles for establishing the value of research and development in order to improve the mechanism for financing science and managing public finances.
