Theory of a new public management and its application for modernization of public financial control

The article deals with the concept of new public management as a key paradigm of modern public administration. The routs and prerequisites for its appearance are determined, and positive and negative aspects of its exploration in the practice of public administration are enlightened. It was cleared up the opportunities of NPM’s common issues implementation in the sphere of financial control in Ukraine.
