Expenses of local budgets on health care: efficiency assessment

Modern trends of forming and the use of local budgets in Ukraine do not meet the objectives of strengthening local government. Hence, the problem of budgets’ implementation exists. Main objective of the paper lies on evaluation of public spending on health care together with substantiation of perspective directions of its effective implementation. In this paper the existing problems of inefficient use of public funds in the health care sector at local level have been systematized. The volumes of budget funding of this sphere have been investigated. The budget expenditures have been analyzed and their effectiveness has been estimated. The inefficiency of the current system of budget planning was emphasized. The volumes of ineffective expenditures have been estimated within three components: expenditures on the personnel management, expenditures on the inpatient medical care and expenditures on the emergency medical care. It has been shown that the growth of health care spending does not lead to a positive social impact. The measures, which can improve the efficiency of public funds’ use in the health care sector have been identified and substantiated.
