Population’s debts to building maintenance companies: practical aspects of redemption and settlement

The article describes the current debt problems of the population in Ukraine to building maintenance companies and the debtors’ control. The causes of debt occurrence an growth are determined. The specific features of the housing maintenance companies ’functioning are analyzed within the fight against defaulters. The practical difficulties in application of some legislation norms, their inefficiency impact on the debtor, making it impossible to recover the debt, as well as continued growth of receivables and payables of housing and communal service enterprises are disclosed. It is determined that debt restructuring is an optimal way of repayment, but many people do not resort to this method. The solutions of the non-payment problem of the population in the housing sector are proposed, including state aid to the enterprises of housing and communal services, along with the monitoring of the quality of services, explanatory work with the population, compulsory execution of judgments by the executive service.
