National specific features of forming the management and control system for the assets of the international technical assistance given for Ukraine by the European Union

The analysis of the administration issues of the international cooperation in the management and control system for the assets of international technical assistance given for Ukraine by the European Union on the non-repayable basis according to the Cross Boarding Cooperation Programs (CBC) of the European Neighborhood and Partnership Instrument (ENPI) was conducted. This is the crucial point for Ukraine taking into account financial and budget crisis. Mechanisms of administrative and financial management were analyzed, as well as two levels of control of the programs. Attention was accented to the key elements of the management and control which are used for the relevant operating program. Meaning of functions of national audit authority in evaluation of the national part of the management and control system as well as procedures for control checks of project expenditures were reflected. In this context audit approaches to system audit, operational audit and audit of accounts were examined. Problematic issues in the mechanism practical expenditure verification were analyzed. Separately existing risks in the process of the elaboration the management and control system at national level were considered and play role responsible persons were outlined. Based on the author’s experience acquired in the course of the audits of international institutions and his personal participation in the preparation of current ‘Black Sea Basin ’ Cross Boarding Cooperation Program the ways of improving the mechanisms of institutional cooperation in frame of forming the management and control system on the national level as well as relevant control methodology for the international technical assistance given for Ukraine by European Union were recommended.
