External audit of international organizations financial statements

It is investigated the practice of financial audit of international organizations public finances by an example of audit of Organization for Security and Cooperation in Europe (OSCE), which is worked out by the Accounting Chamber of Ukraine in 2009—2013, when it was appointed as external auditor of the organization. But despite the presence of such international experience this tool (financial and budget statements audit) is not used in national practice not by the Accounting Chamber, nor by the Government of Ukraine. Actuality of these issues is raised due to the need to build in the near future reliable systems of internal control and internal audit in public sector in accordance with internationally accepted standards and EU best practices. The paper presents acquired experience that may be useful for colleagues and other representatives of the Cabinet of Ministers of Ukraine, the Ministry of Finance of Ukraine, the State Treasury Service of Ukraine, budget spending units and other interested audience to explore advantages of financial statements audit for public/government sector.
