Financing mechanisms of improvement of medical services in Ukraine


At the present stage of socio-economic development of Ukraine the health care system faces serious challenges that determine the need for reform of all its components, especially financial support and funding. Based on the assessment of the effectiveness of different models of health care - the budget, insurance, hybrid (budget-insurance) - reasoned feasibility of preservation budget model in Ukraine, which is most consistent with the realities of socio-economic development and has significant potential to improve efficiency. The tendencies of budget financing of health care is indicated on an insufficient level of public funding. Proved that improving the quality and accessibility of health care can be achieved not only by increasing funding, but also by increasing the efficiency of budgetary resources, particularly for funding hospitals as the most costly component of healthcare. The methods of financing inpatient care, their advantages and disadvantages as well as advantages and disadvantages of payment for inpatient medical services through DRG (clinical and statistical groups) singled out the main components of the method. Studied foreign practice of DRG method to assess the possibilities of its application in Ukraine. Showing positive results DRG in the context of increasing economic efficiency of hospitals, the efficiency of resource allocation between stationary and ambulatory services, transparency, financing, quality, accessibility of health services.
