Budgetary provision for education in the local communities of the Carpathian region: challenges of modern reforms
The article analyzes the main problems of education funding from local budgets in terms of budgetary decentralization, including: low efficiency of budgetary provision for education; funding for a network of institutions rather than educational services for an individual; lack of incentives for teaching staff training, etc. The study describes the peculiarities of budgetary provision for the education sector in the Carpathian region connected with the location within the region mountain areas and low level of urbanization. It is emphasized that the initiated reform of the education sector, which is carried out within the framework of the administrative and territorial reform in Ukraine, is caused by the change in approaches in the system of funding, accountability and reporting of educational institutions at regional and local levels. In this context, the peculiarities of education funding by united territorial communities, the use of education subvention, the improvement of the subvention formula are disclosed. The article highlightes the key issues of funding pre-school, vocational and technical education mainly from local budgets, which will expand the powers of local self-government and optimize the process of providing educational services. It is noted that the education reform requires a systematic approach for forming mutually agreed mechanisms of implementation at national, regional and baseline levels. To increase the efficiency of financial provision for educational activities in territorial communities, it is above all necessary to strengthen its institutional framework, to improve the mechanism for funding institutions by means of education subvention from the state budget, and to optimize the education network with a focus on the creation of new forms of educational institutions (hub schools).
