Fiscal rules and fiscal responsibility: economic security context


The present article discloses theoretical and managerial interrelations “fiscal rules – fiscal responsibility – fiscal security – economic security – national security”. The author conducts a comparative analysis of the national and economic security concepts, which are reflected in the draft Law of Ukraine “On National Security of Ukraine” and in the US National Security Strategy. The statement by the US Coalition for Fiscal and National Security “Strength at Home and Abroad: Ensuring America’s Fiscal and National Security” is reviewed. It is emphasized that an adequate assessment of national economic interests and real conditions for their implementation is a matter of fundamental importance for economic policy in general and fiscal policy in particular. National economic interest is defined as sustainable positive and active attitude of the nation towards the economy as a means of its (nation) self-preservation, development and security. The general structure of national economic interests is disclosed. It is noted that the fiscal responsibility of participants in budgetary and tax relations at different levels is based both on the norms of the general budget and tax legislation, and on certain fiscal rules established by special laws or even constitutionally, as well as on organizational institutions (both public and independent), which could provide monitoring and control over observance of certain fiscal rules. Three main directions of theoretical and applied research evolution of fiscal rules are formulated: methodological connection of the fiscal rules problems towards the concepts of “functional” and “sound” finance; the interrelations of fiscal rules with the types of fiscal policy and its relevant toolkit; and the analysis of fiscal rules and fiscal responsibility in the framework of the public financial management system.
