Public finance in the war and post-war periods


Introduction. Any influences or changes occurring in the economic and financial system of the country, caused by different shocks, crises, including with the introduction of martial law, affect the whole system, and therefore require adjustments. Public Finance Management System (PFM) is no exception. The acquired knowledge must be used productively for its further development, improvement, effective performance of functions of providing transformation processes.
Problem Statement. The decisions made by scientists, as well as the decisions made by the authorities to manage the system of public finances, did not take into account in previously approved strategies, concepts, programs, other official documents the circumstances that had to be passed. In particular, there is no influence (due to Russian aggression), which subsequently destabilized not only the public finance system but also the financial system of Ukraine. The use of emergency response measures in both military and post -war period requires additional scientific research to find ways, methods and methods of correcting the situation.
The purpose is to analyze the functioning of the public finance management system in the conditions of martial law and to develop approaches to its strengthening and development in the post -war period.
Methods. General scientific and special methods were used: analysis, synthesis, grouping, description, modeling, comparison, theoretical generalization and abstract-logical.
Results. It is emphasized that the public finance management system is of great strategic importance for the country's development. At the same time, public finances are still not distinguished as an independent link in the economic sector of Ukraine. The full -scale Russian invasion has undermined the foundations of their stability. The circumstances that formed after February 24, 2022 required state structures, urgent, effective measures to ensure the provision of minimum state services, support of economic entities, including at the expense of anti -crisis regulation. The Verkhovna Rada of Ukraine adopted a number of laws that liberalized the tax system, reduced the fiscal burden on business, but did not aim to increase the amount of budget revenues and did not have a proper financial and economic justification. Strategic documents that have lost their relevance are defined, since they do not provide the risks related to war, which will affect the completeness of implementation and achieve the expected results. The directions of improvement, strengthening and further development of the public finance management system during the air period are substantiated.
Conclusions. The public finance management system is a driving force that ensures the existence of the state. Nowadays, the main task of the system is to reform, improve and strengthen it. It is advisable to start the implementation of new approaches to the management and use of public finances in order to increase the effectiveness of financial and budgetary policy. This will strengthen the public finance management system, increase flexibility, respond promptly to challenges, quickly and painlessly adapt to the situation, involve timely anti -crisis mechanisms of regulation and exit from the shock state, enhance the stability of the financial system, and successfully integrate it into the EU financial system, To work closely with international financial institutions and institutions.
