Accounting principles in state institutions management
Introduction. Regulation of accounting in public sector institutions is based on regulatory and legal documents, local (internal) documents, which are developed by the institution independently and, of course, in compliance with the state policy regarding the institution's activities. The effectiveness of the institution's management depends on compliance with the principles and their implementation in the institution's practical activities.
Problem Statement. Systematization and generalization of the role of accounting principles in the management of state institutions, as well as determining their role and place in the budget process.
The purpose is to systematize and group the basic principles of accounting and reporting in order to make effective management decisions in state institutions.
Methods. The method of induction, deduction, synthesis and generalization were used in the study and definition of the main principles of accounting and reporting. The systematization and development of the main vectors of improving the principles of accounting and reporting were carried out using the method of comparison, analysis and synthesis.
Results. The information on the legislative features of defining the principles of accounting and reporting has been summarized and systematized. Scientific research on accounting principles and their essence has been systematized. The principles of regulating the activities of public sector institutions and providing accounting, which are important elements of the institution's internal policy, are analyzed. The essence of the concept of “principles” is revealed, taking into account their essence and purpose according to various information sources and purpose. The peculiarities of the functioning of state institutions and the impact of the principles of accounting and reporting on the effectiveness of their functioning are considered.
Conclusions. As a result of the study of the basic principles of accounting and reporting of state institutions, it was established that the general management of the institution depends on their proper observance. The expediency of supplementing the current list of principles of accounting and financial reporting with a new principle of openness and transparency is based on the need to provide transparent information about the financial and economic activities of state institutions to various users of accounting information for making certain decisions related to both the internal discipline and management of this institution. and with the adjustment of state policy. The application of the principle of openness and transparency in state institutions will ensure an impact on corrupt activities through control and the development of accounting and control mechanisms for those indicators that have an impact when calculating the index of perception of corruption in the public sector, namely bribery, laundering of budget funds and their misuse, bureaucracy and abuse of office by civil servants and access of all participants to public information about financial and economic activity. The use of the principle of openness and transparency by state institutions will make budget reporting, which summarizes information on the implementation of estimates, and accordingly, the implementation of budget programs, more transparent and flexible for adjustment during the development of medium-term budget planning.
