State budget management using program-target method: problems and solutions

Nature of program-target method for budget formation and execution, its main features and components are considered. Problems that have arisen in implementing program-target method in Ukraine are identified and ways to solve these problems in order to improve the efficiency of budget management at the state and local levels are suggested.
