Regional characteristics of water resources’ cost parameters in Ukraine
In the article the issues of formation of the water resources’ cost in Ukraine in the territorial measuring are investigated. It is formed theoretical and methodical principles of procedure of costs’ estimation and the basic cost parameters of the state and regions are determined. The cost is suggested to be estimate as real and potential by physical, market and additional characteristics, internal and world prices. The analysis and estimation of cost characteristics of water resources by components is made. It is shown the differences in cost based on estimation of internal and world prices. Regional specifics of formation of water resources’ cost in Ukraine are researched. The features of variation and concentration coefficients of cost are defined at the level of regions. It was established that the largest territorial concentration ratios in the spatial dimension are specific to regions with large reserves, high economic activity or additional factors. The grouping of regions in Ukraine has allowed to differentiate its territory by generation of cost and to define perspective regions with opportunities to provide new projects. It is outlined particular directions of uses of the research results. As a conclusion, it is summing up that water resources could generate considerable cost, which is a prerequisite for their involvement to economic relations. Mentioned above promotes investment projects and implementation of new tools, which are based on the cost characteristics of water resources.
