THE ROLE OF BUDGETARY POLICY IN HUMAN RESOURCES DEVELOPMENT


The article focuses upon the role of budgetary policy in the process of human resources development. Since the public finance policy is determined by national social and economic development programmes and basic budgetary policy orientations of the corresponding budget period, issues of social protection and human resources development are of particular importance among such orientations. This can be explained by the essence of the public policy, which must comply with social standards and meet the needs of the citizens. The public budgetary policy is a complex notion, including institutional, functional and legal factors. In the social sphere, these components should complement each other and ensure the harmonization of social relations, sustainable community development, overcoming unemployment and poverty, as well as improve the efficiency of such spheres as health, education and culture. The financial and economic crisis has demonstrated the importance of the social protection system, especially in countries transforming their economies according to market models. The imperfection of the system of financing the social sphere and the sphere of human resources development is primarily experienced by vulnerable groups of the population. Therefore, the estimation of processes of mobilizing and redistributing budget resources is an urgent and important task for scientific research. Considering that the development of human resources is a major factor for possibilities of economic growth and competitiveness of the state, in maintaining traditional measures of social protection and ensuring social security, the government should work on the modernization of public administration mechanisms in the social sphere and improve the system of risk management that may pose a threat to social stability during periods of financial and economic crisis. The main tool used for performing these tasks is the system of public finance and effective budgetary policy.
