Perspective directions of the public internal auditors’ preparation in Ukraine

In the context of signing by Ukraine an Association Agreement with the European Union, the problem related to the alignment of newly established internal audit units in line with EU standards requires a real solution. One of these problems is the lack of qualified personnel in these units and ongoing professional development and training of public internal auditors in order to increase an efficiency and improve internal audit function in the sector of public finance management. In this regard, tasks of developing a strategy of training professional public internal auditors are actualized in the article. It is expedient to provide the training for staff of internal audit units as the next stage in development of professional competencies of young professionals, received while studying in higher education institutions within the special master’s programs, and subsequent development of these competencies due to certification. It is proved that the certification of public internal auditors in Ukraine should be introduced gradually. Based on the generalization of the best international and European experience, it is established the main ways of introducing the mechanisms for certification of public internal auditors in Ukraine. The priority should be given to implementation of mandatory confirmation of obtained knowledge by professional internal auditor certificate, firstly, only for heads of internal audit units, and in the medium term for all public internal auditors. An applicant for the post of internal auditor in the public sector along with compliance with the qualification requirements must have international certificate or national certificate of public internal auditor of the Ministry of Finance of Ukraine. Within these steps perspective areas of training public internal auditors in Ukraine are substantiated
