Formation of institutional support for transparency of the budget process in Ukraine


Effective management of state and local finances is impossible without ensuring budgetary transparency and public access to information on the formation and use of public funds, the participation of citizens in the procedures for review and approval of budgets and control over their implementation. The purpose of the article is to study the essence and main components of budget transparency based on international standards and analysis of domestic normative basis and practice and justify ways of improving the institutional support for transparency of the budget process in Ukraine as a necessary and obligatory condition for successful budget decentralization. The author examines the essence and components of the principle of transparency of the budget process and considers the formation of its basic principles on the example of conceptual documents of a number of international institutions and the domestic legal framework. The article identifies the key features of the current state of budget transparency in Ukraine, its unsatisfactory condition and a tendency to deterioration in 2008–2015. The main issues in the field of transparency of the budget process are emphasized and the possibility of significant increase of its budget level is highlighted by the publication of semi-annual reviews on budget execution and development of public budgets. The positive influence of public budgets on the formation of civil society, the development of democracy and the establishment of a constructive dialogue between the authorities and the public is noted. The author describes vectors of development of forms of citizens’ participation in public life, including in the budget process. The main positive consequences of budget transparency and ways to improve its institutional capacity in Ukraine are substantiated.
