Conceptual framework for the introduction of the management report by non-government pension funds


The article is devoted to topical issues of drawing up the non-financial reporting by non-state pension funds. The non-state pension funds are a basis of system of non-state pension provision. According to the accepted changes in the national legislation in the context of the implementation of EU directive requirements, the non-state pension funds as subjects of public interest must make a new non-financial report – the report on management. For establishing conceptual bases for drawing up the management report by non-government pension funds, the state of the market of non-state pension provision is briefly reviewed in the article. It is proved that in conditions of a deepening crisis of the solidarity pension system and stagnation in the market of non-state pension provision, a disclosure by the non-state pension funds of the information on a real state and potential impact of their activity on economy and society is necessary. The disclosure of such information in the management report will allow the interested users to receive a reliable picture of financial and non-financial performance, which characterizes a real condition and potential development of the non-state pension funds, and to get the description of the main possible risks and uncertainties. The development of the conceptual framework for the preparation of the management report will help the non-state pension funds to introduce legislation innovations in the field of accounting. It will create conditions for the improvement of the level of supervision and control of the non-state pension funds’ activity and increase credibility to the system of non-state pension provision.
