Наднаціональні фіскальні правила та координація бюджетної політики в Європейському Союзі

У статті розкрито питання застосування фіскальних правил у ЄС на наднаціональному рівні та їх значення для координації бюджетної політики країн-членів із метою дотримання загальних пріоритетів Співтовариства, підтримання стійкого стану державних фінансів та відповідного економічного й соціального розвитку. Визначено засади вдосконалення наднаціональних фіскальних правил у післякризовий період. Окрему увагу приділено формуванню механізмів їх забезпечення та їхній ролі у національній фіскальній політиці. Висвітлено особливості використання таких правил для спрямування фіскальної політики на недопущення дисбалансів, моніторинг дотримання бюджетної дисципліни, а також запобігання загостренню фіскальних ризиків. Зазначено, що невід’ємною складовою застосування фіскальних правил є підвищення транспарентності фіскальних операцій та доступності інформації для громадськості. Окреслено зміни, що відбуваються в посткризовий період у використанні механізмів імплементації таких правил. Зроб­лено акцент на відновленні фіскальної стійкості (в рамках процедури надмірного дефіциту), а також на запровадженні незалежних фіскальних інститутів, діяльність яких націлена на підвищення результативності фіскальних правил.
