Business model of an export-import bank for Ukraine


Introduction. Banks functioning to support export facilitate the entry of corporations and small and medium-sized enterprises into global markets. Such institutions are created within the framework of the market economy and are designed to overcome “market failures” when private initiative is clearly insufficient to ensure sustainable economic growth.
Problem Statement. The role of export support banks in increasing the competitiveness of the national economy, their interaction with other financial institutions, resource base management.
Purpose. To identify common and specific features in terms of the strategic mission, crediting and funding mechanism of export-import banks for the adaptation of the best experience in Ukraine.
Methods. Logical and scientific analysis, statistical analysis and generalization of data, comparison, grouping and systematization of comparison, quantitative and qualitative analysis were used.
Results. Export-import banks (EIBs) are classified by business model according to their interaction with state export credit agencies and development banks. The focus of EIB activities on financial and advisory support for export has been determined. Two forms of lending to exporters have been identified - direct and indirect through partner institutions. The successful experience of EIBs in attracting resources by issuing bonds is considered. A comparative analysis of the mission of Ukreximbank and the world's leading EIBs has been conducted.
Conclusions. The analysis of the business model of the world's leading EIBs showed that these institutions are focused on supporting exports, protecting national producers, and financing imports is not their priority task. Such banks act as leaders of state policy and do not compete with commercial banks, but complement them Such banks are conductors of state policy and do not compete with commercial banks, but complement them. The main target segment for most banks is export-oriented small and medium-sized businesses. The core of the EIB's resource base consists of loans from international financial organizations and bond issues. In terms of its strategic mission, goals, activity profile, and priorities, Ukreximbank does not correspond to the features of a classic export-import bank, but develops as a traditional universal bank.
