Моделі фінансування вищої освіти в Європі та світі

У статті досліджено теоретико-методологічні засади фінансування вищої освіти та узагальнено зарубіжний досвід створення моделей її фінансування. Встановлено, що еволюція таких моделей є інертним процесом адаптації механізму фінансування до нових потреб учасників системи вищої освіти й довгострокових цілей державної політики. Проведено огляд теоретичних концепцій і практичних кейсів формування та розвитку національних моделей фінансування системи вищої освіти. Визначено зовнішні тренди-драйвери еволюції національних систем вищої освіти (НСВО), якими є глобалізація, цифрова економіка й четверта промислова революція, проектний цикл і фінансування за результатами. Обґрунтовано причини поступового розвитку НСВО в ринкову модель, котра витісняє бюрократичну й колегіальну завдяки вищій результативності та помітнішому впливу. Підкреслено, що більшість країн використовує комбінацію різних підходів до фінансування вищої освіти, коли основне джерело – публічні кошти – зазвичай доповнюється стимулюючими інструментами. З’ясовано, що трансформація моделей фінансування НСВО зумовлена як політикою зближення вищої освіти й прикладної науки, змінами в галузевих бізнес-моделях та технологіях, так і зростанням ролі моніторингу та оцінки економічної ефективності НСВО.
